In a renewed push to strengthen energy security and support rural incomes, the Indian government has urged biofuel manufacturers to ramp up ethanol production, with an eye on expanding into global markets. The call was made by Union Minister Pralhad Joshi at the India Sugar and Bio-Energy Conference 2025, where he highlighted ethanol’s role in reducing dependence on imported crude oil.
Since 2014, ethanol blending in India’s fuel mix has surged from just 1.5% to nearly 20%, a milestone hailed as a major step in the country’s renewable energy journey.
This transition has saved the economy approximately ₹1.44 lakh crore in foreign exchange by cutting crude oil imports, while also contributing to energy self-reliance.
India’s sugarcane production has grown by around 40% and sugar output by nearly 58% in the last decade, supported by biofuel policies. This transformation has created stronger linkages between agriculture and the energy sector.
Policy initiatives have ensured timely payments to sugarcane growers and offered sugar mills a new revenue stream through ethanol production, making the sector more resilient.
With domestic blending levels now stabilized, the government is encouraging producers to target global ethanol demand. Minister Joshi also stressed the need for investment in innovation and advanced technologies to enhance efficiency and competitiveness.
According to the Indian Sugar and Bio-energy Manufacturers Association (ISMA), gross sugar output in 2025-26 is expected to remain at about 349 lakh tonnes. Updated crop estimates are likely to be released later this year.
India’s ethanol story has evolved beyond meeting domestic blending targets. It is now positioning itself as a potential global player in biofuels, combining energy security with rural development and environmental benefits. With strong government backing, an expanding sugar sector, and ambitious blending benchmarks, the foundation is set. The challenge lies in ensuring that growth is sustainable, technologically advanced, and globally competitive.
